Penguin Readers is a series of ELT graded readers for learners of English as a foreign language. With carefully adapted text, new illustrations, and language learning exercises, the print edition also includes instructions for accessing supporting material online. Titles include popular classics, exciting contemporary fiction, and thought-provoking non-fiction, introducing students to literature and some of the most well-known authors.

The eight levels of Penguin Readers follow the Common European Framework of Reference for Languages (CEFR). Exercises at the end of each Reader help students practice grammar, vocabulary, and essential exam skills. Questions before, during, and after reading check story comprehension and develop vocabulary.

"Surrounded by Idiots," which belongs to Level 7, is B2 on the CEFR scale. The longer text consists of sentences with up to four clauses, introducing future perfect simple, mixed conditionals, past perfect continuous, more complex passive forms, and modals for past speculation.
