The design of activities at sea is a significant challenge that aims to reconcile the development of traditional activities, such as fishing and navigation, with modern activities, such as energy production and management. The interdependence of strategic marine spatial planning with developmental and energy planning constitutes a bidirectional relationship, primarily aimed at creating the conditions for the environmental protection of the marine ecosystem and effective marine spatial governance.
Taking the above into account, this project addresses Law 4964/2022, which seeks to organize the spatial and licensing process for the installation of offshore wind farms. At the same time, issues are raised that have not been regulated either by Law 4964/2022 or by regional or specific spatial frameworks, mainly concerning the relationship between marine and terrestrial activities that intersect in coastal and marine areas. The analysis includes an identification of the spatial planning parameters of offshore wind farms, as well as specific institutional issues.
The aim of this project is to serve as a useful aid in studying issues related to marine spatial planning and the development of wind energy in marine areas.
