When a country is treated like a plot of land, its politicians operate like bank executives. Necessarily. Everything is quantified and dealt with accordingly. In the end, only what can be measured mathematically is accounted for. And thus, those things that cannot be turned into numbers are left out of the equation.
Students, classrooms, teachers, and the books that are distributed can be measured. Graphs can be produced with curves showing progress and shortcomings regarding these measurable quantities. But education cannot be measured, the flame of the teacher cannot be measured, imagination cannot be measured.
Just as morality, cultivation, respect, morale, a sense of duty, unity, virtue, aesthetics, happiness, joy, and love cannot be measured with numbers. And all of these, since they cannot be measured, have ceased to be accounted for.
With the difference that it is precisely these things that create People, that build Societies, that forge Cultures.
