An old story - not at all aged - dresses up as a fairy tale and strolls through the alleys of the neighborhood. It asks the little ones to listen and the grown-ups to remember it.

Two old neighbors clash because of their opposing ideologies, as they have done for centuries. One lives with the winds, cares only for herself, and dreams of becoming the leader of all the neighbors. The other lives with the rains, cares for the good of everyone, and has no interest in becoming anyone's leader.

Whatever the winds of one wither, the rains of the other water, and vice versa. One night, a catastrophe breaks out in the neighborhood. The seabed rises onto the land, a storm blows up, and turns everything upside down.

The neighborhood is shaken by the chaos, and the neighbors' adventures begin, lasting for a full seven years...
