Can we speak of public service as early as the 19th century? This work studies the emergence of this concept within the postal administration, its major reforms, legislation, and related case law, starting from the French Revolution.
The strength of the postal institution and the very concrete nature of its activity bring to life this highly legal issue, which risked remaining theoretical and abstract. The transport of mail thus allows us to rediscover this notion of public service, a true puzzle in which ideologies, expectations, and necessities of different eras interlock.
This exploration, both historical, political, and legal, sheds light on the construction of the almost visceral attachment of the French people to public service, but also to the Post Office.
