The new edition, the fifth in order, has become necessary due to very important case law developments along with legislative changes that have taken place in substantive law as well as in the field of procedural law, concerning public contracts, such as Law 5119/2024 (Government Gazette A' 8) and Law 5172/2025 (Government Gazette A' 10), which brought significant changes and fundamentally transformed the field of justice administration in administrative disputes that arise, both in the pre-contractual stage and during the execution of the public contract (changes in jurisdiction, ratione materiae and ratione loci, of the Council of State and the regular administrative courts, changes in the overall procedure for hearing annulment disputes before the Supreme Administrative Court, etc.).

The aim of this edition, as well as the previous ones, is to provide a comprehensive picture of the current legal framework, substantive and procedural, in the field of public contracts, and to enable the handling of various issues that concern all interested parties, from legal practitioners and theorists to technocrats, employees, lawyers, and judges, who seek solutions to related issues, being at the forefront. Moreover, this serves beyond the expected contribution of the book to the educational process (students, trainees), which remains its primary objective.
