Description

The numerous legislative developments that took place during the years 2024 and 2025 through various laws, such as Law 5092/2024, 5099/2024, 5106/2024, 5119/2024, 5134/2024, and 5172/2025, brought about significant changes and fundamentally transformed the field of administrative justice, both regarding the delineation of individual competences, ratione materiae and territorial, of the ordinary administrative courts for specific administrative disputes, and the overall process of hearing annulment cases before the Supreme Administrative Court.

In light of the new procedural landscape that has been shaped, this publication aims to provide an overview of the current procedural regime in administrative disputes, to facilitate understanding and application of its rules, both by students and researchers at all levels (postgraduate students, students of the National School of Judges, etc.) of Administrative Procedural Law, and by those who daily face relevant procedural issues, being at the forefront of the scientific pursuit of appropriate solutions for each specific dispute, such as judges, lawyers, administrative officials, etc.

This work constitutes the most comprehensive treatise on administrative procedural law, distinguished by its methodical approach and clear language. The theoretical analysis of the concepts of administrative procedural law is absolutely necessary and sufficient to enable the understanding of their function within the system of judicial resolution of administrative disputes, without overburdening the text of the work with extensive bibliographical references.
