In some cases, an individual may choose to leave voluntarily, believing that their methods could benefit from lawlessness outside the city walls. These people often create safe haven for themselves. Free from the fear of judgment by their peers, they can pursue schemes that can only be compared to the Neverborn or Resurrectionists.
