Historically a place of many fierce territorial battles between the Erebonian Empire and the Republic of Calvard, Crossbell has now established itself as a thriving center of trade and commerce, enjoying relative peace and prosperity.

However, just beneath its shining surface, there are problems. The increasing tension between the imperial and republican factions of its government has led lawmakers on both sides to engage in bitter political battles and senseless corruption. At the same time, the criminal underworld is rampant, with conflicts between the local mafia and foreign crime syndicates becoming more frequent. With their hands tied by corrupt superiors, the Crossbell Police Department is unable to cope with the rising crime.

When Lloyd Bannings is assigned to the Crossbell Special Support Section, he and his new teammates must prove their worth as they struggle to overcome injustice in a city plagued by corruption.
