This book aims to thoroughly analyze the institutional dimension of the EDA and its role in the new defense architecture of Europe. Regarding the structure, the book consists of four parts, plus conclusions. Specifically, the first part examines the historical development and the formation process of a collective security system in Europe. Subsequently, it presents the progression from the establishment of the Western European Union (WEU) in 1954 to the European Union's Common Security and Defense Policy (CSDP).
The second part of the book highlights how the concept of collective defense gradually began to emerge as a regulatory factor in shaping security policies. In particular, it analyzes the collective defense arrangements of the USA with the Philippines (1951), Australia and New Zealand (1951), South Korea (1953), Formosa in Taiwan (1954), and Japan (1960), as well as those of the USSR with China (1950), North Korea (1961), and India (1971).
The third part examines the institutional architecture of the EU's Common Foreign and Security Policy (CFSP). It also includes an analysis of the EDA’s mission within the framework of the Lisbon Treaty. Next, the institutional dimension of the EDA is explored. Furthermore, it thoroughly investigates the responsibilities of the Head of the EDA, who is the High Representative of the Union for Foreign Affairs and Security Policy, as well as the Director-General of the Agency. Additionally, it provides a detailed description of both the duties and powers of the EDA’s Administrative Board.
Finally, the fourth part addresses the change in the EU’s economic governance and the possibility for member states to exclude their military expenditures from the calculation of the EU's debt and deficit, along with other related specific issues.
