The era of hyperglobalisation, once hailed as the “end of history”, is characterised by unlimited capitalist expansion. The neoliberal revolution created a politics of scale aimed at centralising and integrating states and state systems: replacing national governance with global governance or, in Europe, replacing the nation-state with a supranational superstate, the European Union. The “New World Order” proclaimed by the United States after the collapse of the Soviet Union proved impossible to govern by democratic means. Instead, it was governed through a combination of technocracy and commercialism, failing spectacularly to secure political stability, social legitimacy and international peace. Marked by a series of economic and institutional crises, hyperglobalisation gave rise to various political backlashes that rebelled against and ultimately halted the upward transfer of state power. This book analyses the current struggle between the forces of globalism and democracy, centralisation and decentralisation, and the integration and differentiation of states and state systems, and how these relate to the origins of global capitalism and the prospects for its social and democratic regulation. Exploring the possibility of states and the societies they govern regaining control of their collective destiny, the book seeks to renew state theory in political economy. Inspired by the work of Karl Polanyi and John Maynard Keynes, it discusses possible foundations for a state system that would enable democratic governance and peaceful cooperation among sovereign nation-states.
