The WHITE PAPER aims to serve as a high-level strategic document (defined as the optimal utilization of all available resources to achieve agreed-upon goals) and attempts to outline the objectives and constants of Greek national strategy, define partners and areas of high interest, priorities, problems, threats, challenges, and opportunities.
It has three main goals:
- to outline the characteristics, emerging main trends, and security challenges of the 21st century
- to record current and future dilemmas, challenges, and potential opportunities for Greek foreign policy, defense, and security
- to formulate realistic policy proposals for achieving the agreed-upon goals through the optimal use of national power factors
In this context, the relations with the EU and global powers are examined, as well as areas of current and future interest (USA, Russia, China/Asia, Africa, Latin America), Greek regional policy in the Balkans, the Mediterranean/Middle East and the Black Sea, Greek-Turkish relations and the Cyprus issue, as well as a series of specific topics and tools for conducting foreign policy (defense policy and internal security policy, economic diplomacy, energy, diaspora Greek community, immigration, multilateral diplomacy, cultural diplomacy).
The institutional framework of Greek foreign policy is also analyzed.
