The world is changing. Rapidly. Through ruptures, armed conflicts, both international and mainly internal, claims by peoples, ethnicities, minorities, the rise of unconventional movements and organizations, threats to the security of people and states, the pressing intervention of NGOs and civil society.
New problems and tensions arise around the environment, climate change, population movements, development issues against poverty and public debts of states, the new policies promoted by international organizations of regional and universal character. The international community increasingly affirms, institutionally and/or negatively, its interventionist role, also highlighting itself as a self-contained entity with rights and obligations in international law, but also weaknesses.
The boundaries of international law interact - converging/diverging? - with the weaknesses of political choices and the deficits of individual policies. Security, as a perception and policy, is intertwined with development. And this, with peace and the rights of man and peoples.
In the current period of international developments, we are experiencing the genuine transition from the inter-state international community, where the Westphalian sovereign state prevailed, to the post-war international community of many international actors, bearers of rights and obligations centered around the human or collectives of persons, minorities, ethnicities, peoples, indigenous peoples, etc.
This human-centered approach of international law is experienced, gradually framed, and also promoted by International Law. International Law is not/defined simply "as a set of rules governing international society." It is and should be understood more as a process. A continuous evolution that combines the "spiritual" tradition with a form of problem arrangement/resolution during which International Law itself changes, while organs of the international community, reacting to various issues, interpret and apply it.
