Consultation and Europeanization are presented as key positions in the programmatic discourse of political parties, suggesting an acknowledgment of their positive content. This work intends to critically approach these assumptions, arguing that consultation and Europeanization do not exclusively have a positive connotation.

The way it is managed may also lead to unexpected outcomes. Consensus, as well as questioning, are two legitimate aspects of consultation. Modernization, along with legitimacy crises, represent two equally possible outcomes of Europeanization.

This work contributes to four fields of analysis: in the theory and practice of consultation, in European studies, in the theory of citizenship and governance, and in policies for higher education.
