From 12 months old, he started to pay attention to it and follow the story, even though we had it since he was 5 months old and we were just looking at the pictures. The book has several symbols, but I think the most distinctive one by far is the loneliness of Noi, who in none of his depictions has a mouth, only when he had the little whale as his companion in the bathtub!
