Description

The ninth fully updated edition of the work "Fundamental Institutions of Civil Servant Law" comprehensively and thoroughly presents the established institutions of Civil Servant Law, as clarified by the provisions of the Constitution and the Civil Servant Code, which regulate the legal status of state employees. It includes extensive changes introduced by the legislator in Law 3528/2007 "Ratification of the Code of Status of Public Political Administrative Employees and Employees of Public Law Legal Entities."

The work is divided into eight chapters: The first chapter refers to the Personnel of Public Administration, analyzing the concept of the State's organ and providing the definition of Public Administration Personnel, as well as classifications of personnel and the general definitions of public servants. The second chapter analyzes the systems of structuring the body of public political servants and the formation of the body of public servants under Greek law. The third chapter interprets and analyzes the issues of access and entry into the body of public servants, as well as the prerequisites for their appointment or hiring.

The fourth chapter presents the service status of public servants, including restrictions on rights, their rights and duties, as well as changes in their service status. The fifth chapter includes substantive disciplinary law and the disciplinary process, describing disciplinary offenses, disciplinary penalties, and disciplinary bodies. In the sixth chapter, issues of civil and criminal liability of public servants are developed, as well as the prerequisites for establishing this liability.

The seventh chapter focuses on the termination of the relationship between public servants and the State, and the eighth chapter interprets issues of judicial protection for public servants, specifying the legal remedies and means for their judicial protection. The current work aims to inform the reader about the existing institutional framework of public servants following recent legislative changes.
