This edition provides an in-depth analysis of the major issues that dominated during the Greek Presidency of the Council of the European Union in the first half of 2003.

The topics of foreign policy (Iraq, Balkans, enlargement) and the European Constitutional Treaty, the macroeconomic issues of the European Union, the strategy for competitiveness, employment, and development in Europe, as well as new issues related to migrants are presented not so much with the aim of accounting, but primarily to highlight the problems, difficulties, or even contradictions, the strategies of the Presidency, the points of weakness, and the outcomes.
