With Law 2522/1997, the provision of temporary judicial protection was regulated in disputes arising during the stage preceding the conclusion of an administrative contract. The main issues concerning the doctrinal foundation of the procedure for precautionary measures (legislative regulation, justifiable reason, object, relationship with the main procedure, and sources of foundation) are examined, as well as the specific conditions for the admissibility of the application for precautionary measures, as interpreted and shaped by the case law of the Council of State. The latter is analyzed in its entirety, in order to be properly utilized by the interpreter and the practitioner of law.
