Unfortunately, for the 21st century... armed conflicts for survival or plunder amidst widespread lawlessness will know no boundaries – neither between war and peace, nor between war and crime; they will take place beyond and regardless of any state or political authority or legality, and will essentially represent the expansion of the neoliberal doctrine of private initiative in the realm of military operations...

There is something worse than state organization, with its officer and soldiers: there is lawlessness, with its warlord and his men... Globalization is not one-sided, as the selfish or naive proponents claim; it will not only concern stock market and investment operations or human rights but will equally extend to lawlessness, organized and disorganized crime, and the struggle for everything on behalf of everyone, where the struggle of states and nations will be at least partially succeeded by the struggle of man against man...

Boundaries are erased between combatants and civilians, between military and criminal acts, between war and peace. And when the boundaries between war and peace are lost, peace does not absorb war: war devours peace, and becomes totalitarian in the most nightmarish sense of the term.
