During the three-year period from 1961 to 1964, issues concerning the relations of the United States with its Western European NATO allies were emphasized.
Within the context of these broader rearrangements, Greece attempted to capitalize on the developments in such a way that, with the aid of the association agreement with the EEC of 1961, it would transform from an isolated country in the Balkans and the Eastern Mediterranean into a part of the Western European region.
