The book refers to the life and the self-governing and literary work of the longest-serving mayor of Orchomenos, Ioannis Skourakis (1812 - approximately 1880).
Ioannis Skourakis was a student of the scholars Neophytos Doukas and Apostolos Konstantas. Skourakis served continuously as the mayor of Orchomenos for 23 years (1856-1879) and presented pioneering self-governing work.
He authored an important book on the political systems of Greece from 1828 to 1874. His vision was the draining of Lake Kopaida. This project is groundbreaking and relied primarily on previously unknown written sources.
