1909 marked Greece's entry into the 20th century. The military movement that took place in Goudi was a consequence of the anxiety that the country, unprepared and weak, was falling behind in developments, lagging behind its competitors, the Great Powers and the Ottoman Empire.
The way forward was proposed by Eleftherios Venizelos, who was called upon to give specific content to the Revival. There is no doubt that Venizelos's reform introduced Greece to the 20th century, in the sense that the methods of politics and governance were modernized, while the state gradually adopted a broader mission in the economy and in social relations, as was happening in the societies and political systems of the then developed world.
However, it left a historical pending issue, as the old political world, which still constituted the conservative faction of Greek politics, interpreted the developments as a violent exclusion from the political game.
In relation to this and more generally, the Greek 20th century brought elements that undermined the concept of a rule of law, such as disagreement over the rules of the game and consequently insufficient legitimacy, as well as the inability to establish the rational standards that the reform advocated. These elements would strongly emerge in 1915, when the disagreement regarding Greece's stance in World War I was set to arise.
