This edition is an initiative of the School of Urban Planning Studies of the National Technical University of Athens (NTUA), the Hellenic Society of Environment and Culture, and the Scientific Society of Urban and Regional Planning Law, institutions that have been involved in the study and promotion of issues related to the institutional framework of spatial, urban, and environmental planning. They systematically collaborate, aiming at the beneficial convergence of the academic community with the scientific institutions of civil society.
The enrichment of public dialogue was attempted, through the formulation of reflections and proposals on a perennially complex issue, such as the institution of Building Coefficient Transfer (BCT), as an aid to administration for the timely and correct implementation of the institution. This edition aims to publicize the scientific reflection and conclusions of the conference - which have already been timely sent to the Ministry of Environment and Energy - while also recording the framework, objectives, and introductory reflections of the individual sessions, as initially set by the co-organizers. We emphasize that the issue remains timely and urgent, as it is connected both to the critical issue of abandoned listed buildings in historic city centers, and to other current issues such as the restriction of off-plan construction, adaptation to climate change through new models of urban development that promote density, sustainable mobility, and the development of green spaces in urban areas (compact city), as well as the active role of local government in urban management. In this context, we hope that this edition will assist the efforts of both the competent state and local authorities and the scientific and academic community.
