In the externality of the EU, the case arises for the creation of new intermediate spaces, the so-called geographical associations of mainly economic character, for all those who could not or would not want to reach the heart of a European State.
The intermediate space of the Western Balkans seeks its gradual integration into the enclosed State of the EU. However, both the democratic and the overall political acquis within it, as well as the community acquis in all its dimensions, are still in question.
These new spaces of hybrid and non-hybrid form are left to play the role of the middle class of the national political structure, which all parties are interested in controlling in order to support their influence.
They are indeed offered the sense of belonging to a wider community of interests and influence, but in essence, it is a community of dependency and negotiations.
At the same time, the current incomplete State of the EU becomes a fortress and prison for those acting within its walls, for the privileged economic and political strata, the states, and their citizens.
At the beginning of the 21st century, the carrying of the prospect of deepening continues for the already confined of the community State (states, peoples, citizens), mainly due to the external conditions beyond the walls of the EU, but with the same lifeless structures and the clearly characteristic ambivalent wills of its members.
