The fifth edition of the Administrative Code, which is now structured into nine sections, has followed the evolution of legislation in 2010 and 2011. Beyond the usual amendments to the individual laws included in the content of the Code, this edition has monitored the numerous changes that have occurred in the structure of the governmental mechanism with the merger, abolition, or re-establishment of ministries, the establishment of many new General Secretariats, and the ongoing redistribution of responsibilities among the ministerial structures.
The new edition has been supplemented with law 3852/2010 New Architecture of Self-Government and Decentralized Administration - Program Kalikratis, with the enactment of which regional administration and local self-government in the Country have been reshaped. Since this legislative text, which replaced a series of previously valid provisions, concerns both decentralization and primary and secondary local self-government, the aforementioned sections have been unified in the present revised edition of the Administrative Code.
This volume has, finally, been enriched with the very recent regulations concerning the new grading system, the new salary scale for personnel in Public Administration, the regime of labor reserve, as well as those related to e-governance and transparency in the public sector. We believe, therefore, that it can contribute to a fuller knowledge of the institutional framework of Public Administration in our Country, which is a prerequisite not only for its more effective management but also for better service to the citizen by it.
