The legal community, particularly the judicial world, in collaboration with Panteion University and the Society for Administrative Studies, held a scientific event on June 29, 2021, in honor of the memory of the honorary President of the Council of State, Georgios H. Panagiotopoulos (2005-2009).

The work begins with a series of contributions dedicated to the life and work of the honoree. In the first section, on the topic of social security, the Vice-President of the Council of State, Spyridoula Chryssikopoulou, chaired the session. The Councilor of the Council of State, Anna Kalogeropoulou, spoke about the "Developments in the case law of the Council of State in Social Security Law," and the Professor at Panteion University and Councilor of the Council of State, Stavroula Ktistaki, discussed "The right to social security in light of the European Convention on Human Rights."

In the second section, on the topic of the state's civil liability, the then Vice-President and now President of the Council of State, Dimitris Skaltsounis, chaired the session. The Councilor of the Council of State, Olga Zyghoura, discussed "The civil liability of the state and public law legal entities according to articles 105, 106 of the Greek Civil Code in the case law of the Council of State," and the Professor at Panteion University, Meletios Moustakas, spoke about "The civil liability of the state and public law legal entities from risk."
