The demand for upgrading the role of Parliament has consistently re-emerged in public discourse over the past twenty years. However, could the broader phenomenon of the degradation of Parliament and the transformations of parliamentary governance be effectively addressed solely through institutional interventions, that is, by amending the provisions governing the organization and functioning of the House?

Could, in other words, any institutional interventions overturn the secondary participation of the House in making critical political decisions, especially considering that the political system in our country is prime ministerial and bipolar?

These questions do not only pertain to the Greek case but have been a concern in political and scientific discussions across all parliamentary systems for decades. This does not mean that one can uncritically accept notions that completely devalue the role of Parliament, nor the approaches that regard its function as merely symbolic. On the contrary, a foundational position of this volume is that the upgrading of Parliament can and must be achieved today.
